Bewoners van 28 huizen in een oude wijk in Meppel staan lijnrecht tegenover hun eigen gemeente. Die wil niet langer verklaren dat de woningen een woonfunctie hebben, ondanks het bestemmingsplan uit 1991. En dat maakt deze huizen ineens praktisch onverkoopbaar. Waarom doet de gemeente dit, en wat is er aan de hand?
